The Construction Products Regulation (CPR Which came into force July 2013), imposes a mandatory requirement for manufacturers to apply CE marking to any of their products which are covered by a harmonised European standard (hEN) or European Technical Assessment (ETA).

EN 1317-5:2007+A2:2012 is a harmonised standard (Last amended in August 2013.) and therefore the Construction Products Regulation and CE Marking applies.

In order for a Manufacturer to be entitled to affix/attach CE Marking to a Vehicle Restraint System, the following requirements must be met: - Initial type testing (ITT) by a Notified Body; and Initial inspection of the factory production control (FPC) and assessment and verification of constancy of performance (AVCP) by a Notified Body.

HORIBA MIRA Ltd. performed Initial Type Testing meeting the requirements of clauses 5.2 and 5.3 of the standard and the full-scale vehicle impact test report: - Determination of the product type on the basis of the type testing (including sampling), type calculation, tabulated values or descriptive documentation of the product.

SGS United Kingdom Ltd. (Notified Body Number 0120) performed the initial inspection of the factory production control (FPC) system of assessment and verification of constancy of performance (AVCP) and issued the certificate of constancy of conformity of the factory production control.
